I have a friend who's in the process of building a budget precision bolt rifle on a Howa 1500 in .308, and no matter the distance, the 1st shot is always consistently 3 MOA higher than the rest of the group.

Average speed with 123 ELDM 2200 fps. Accuracy with scope 1.5”, and with red dot I still able to ring 6” plate at 200 yards.
